Seven Social Care is looking for a Head of Homelessness Prevention & Assessment officer in Hammersmith and Fulham
The role:
To ensure, through appropriate strategic governance and operational leadership that the service meets the current and future business needs of the Council statutory and non-statutory service provision for the services.
To have overall strategic responsibility to deliver high quality housing advice and assessments, homelessness and prevention, rough sleeping, H&F link support services, developing corporate policies and strategies for the services whilst ensuring that the organisational goals, corporate vision, and statutory obligations are met at all times.
To lead a comprehensive prevention, assessment and advice service for all applicants in housing need, ensuring appropriate accommodation is identified together with any relevant support. To comply with the Council’s policies, statutory and legislative duties, and current case law.
To provide strategic and operational direction for the support of vulnerable clients engaging with the corporate partners and other council departments to deliver an effective service.
To lead on strategic analysis and policy for the services, using business intelligence and service transformation to improve, monitor and review the services policies, processes, and procedures.
To be responsible for overall budget management for the services using business intelligence, benchmarking data to deliver services which are value for money and completing monthly budget returns and forecasts for the service.
To provide good leadership at strategic and operational level to managers and staff setting SMART objectives for managers and staff linked to the service plan, program of projects and service improvements for the services and to monitor and analysis of statutory KPI’s to deliver an efficient and streamlined services in line division business plan priorities.
To develop, monitor and evaluate systems of risk management to deliver safe, effective and efficient housing advice, homeless, rough sleeping commissioning and H&F link support services through different customer access channels by face to 2 face reception, telephone, other digital channels and admin function to residents ensuring excellent resident experience and high levels of customer satisfaction for all services provided.
DESCRIPTION OF DUTIES:
Responsible for working closely with the Assistant Director, Housing Management to deliver continuous service improvement, transformation and innovation and identification of developmental opportunities.
Good people management and leadership skills who is self-motivated to provide line management and strategic direction to managers directly managed and have responsibility for the services, carrying out annual appraisals, 1:1s, training and development needs and SMART objective setting in line with Corporate and Departmental procedures.
To manage the overall workload, staffing, financial and other resources of the service to ensure the most effective use of resources consistent with Council policy and priorities and relevant legislation.
To administer, by authority of the Council through the Scheme of Delegation, all functions, duties and powers under housing legislation and relevant case law , as they relate to homelessness and housing needs including assessment and reviews.
