Head of Youth Offending Service

Seven Resourcing are looking for a temporary Head of Youth Offending to work with the Council in Norfolk. This position is initially for a period of 6 months and is paying between £400 – £550 per day (paid to you via an umbrella company).

The role:

To lead, manage and develop the Norfolk Youth Offending Team within the Children’s Services Directorate, ensuring effective service delivery, outcomes and high levels of performance which support the annual Youth Justice Plan.

Key Responsibilities:

      Ensure effective arrangements are in place for the delivery of services with young people, parents/carers and victims to prevent offending, re-offending, harm to the public and to reduce the vulnerability of young people at risk.

Drive the development and standard of effective and timely youth justice assessments, plans and reviews. Ensure that systems are in place to make informed, sound and immediate professional judgements so that the management of all risk and vulnerability assessments, and response plans are defensible and accountable. Prepare for and oversee the performance of the service in line with the current HMIP inspection process.

Oversee the response of Norfolk Youth Offending Team to complex, contentious, controversial or high-profile cases and alert the Director of Children’s Services, Chair of the Norfolk Youth Justice (Management) Board and the YJB Head of Business Area to critical issues so that necessary advice can be sought and speedy and positive resolutions can be achieved.

Lead the dissemination of effective practice, in line with YJB national guidance and standards, HMIP inspection criteria, criminal justice and children’s legislation, county council policies, procedures and standards, with particular attention to prevention and reduction of youth offending and safeguarding young people.

Lead on effective integrated practice within the criminal justice system for the delivery of youth justice services including with the Courts, Police and Probation as well as the Norfolk and Suffolk Criminal Justice Board and the Police and Crime Commissioner.

Lead on inspections, audits and action plans for Norfolk Youth Offending Team including service wide and cross departmental inspections. To work in partnership with the YJB Regional Team.

Monitor areas of good and poor team performance, fostering a culture of performance improvement to improve the delivery of services. Implement changes in service delivery, based on performance data and identified gaps in provision. Lead a process of regular review and evaluation of services, making recommendations for change and improvement to the Norfolk Youth Justice (Management) Board.

Develop effective relationships and SLAs with key partners and stakeholders within the local strategic partnership framework, including elected members, Children’s Services, schools and inclusion services, criminal justice, voluntary sector and district councils thereby supporting integrated practice across the partnerships.

Influence planning and investment decisions by NCC, Children’s Services Leadership Team and strategic partnerships including the Norfolk Community Safety Partnership and the Children and Young People’s Strategic Partnership through the provision of information about young people at risk of offending and gaps in service delivery and the development of proposals for change

Applicant Requirements:

  • Qualifications: Professional qualification in Education, Health, Police (at least the rank of Inspector) Probation or Social Work.
  • Experience: 2+ years working within a similar role.
  • Compliance: Current DBS check and references covering the last 2 years.
  • Travel: Clean UK driving license with the ability to commute to and from work independently.
  • Hours: 37.5 hours p/w.
