Job Purpose:
To take a lead role in commissioning services against agreed local and national priorities for citizens with an assessed need. To work within the ethos of self directed support to ensure all services are delivered with the individual at the heart of all decision making.
Duties and Responsibilities:
To lead the implementation of identified areas of the commission strategy and undertake specific commissioning reviews as Identified by the Commissioning Lead
Provide commissioning expertise to colleagues both within the Directorate, across the organisation and with partner organisations
To use analysis from sources such as the JSNA to clarify citizen and community need and identify potential options for provision against service gaps.
To lead the planning of services together with partners for the planning of services against agreed annual commissioning strategic objectives.
To work with community stakeholders such as user groups to identify opportunities for co- production, particularly in service areas which meet agreed strategic commissioning objectives. Provide guidance and project support to stimulate activity which encourages the building of social capital within a community.
To collaborate with stakeholders including citizens, service providers and officers to produce and review available options for service delivery within an identified area of need. Ensure options are fully consulted upon.
To lead on the reshaping and recommissioning of services within an agreed themed area with clear service specifications which are outcome focussed.
To be responsible for writing the commissioning strategy for the designated themed area and input to the annual refresh of the JSNA.
To work with senior colleagues to agree commissioning options within areas of need and coordinate activity to support the commissioning appropriate services, clarifying desired outcomes.
To review, with appropriate provider groups, potential for creative and cost effective service provision against agreed outcomes and devise service specifications for procurement process.
To build robust relationships with partners and providers to demonstrate investment rather than funding and grant giving.
To provide strategic reviews of services against commissioning priorities to be a Critical Friend, providing challenge to senior operational colleagues and scoping potential transformation to best meet strategic intentions.
To prepare and present reports as directed at Council Boards and Partnership fora to support transparent and evidence based governance for all commissioning activity.
To work to budgetary agreements and guidelines and make proposals for financial re-alignment where appropriate including decommissioning and re-investment.
To be responsible with colleagues for the increased positive profile of commissioning across the organisation.
To oversee and provide support on a day to day basis to assigned Commissioning Officers to ensure delivery of the range of projects identified by the Commissioning Lead
Applicant Requirements:
- Qualifications: Relevant Qualification
- Experience: 1. Experience of analysing both qualitative and quantitative information in order to identify need and potential options for provision. 2. Excellent standard of literacy and communication skills. Able to produce high quality strategy documents, briefings and reports for a range of audiences, reflective of service users, providers, policy makers, senior managers and politicians 3. Experience of service commissioning and commissioning for outcomes 4. Experience in delivering project based work at pace. 5. Experience of working with a range of partners to identify service needs, options for delivery and measurable outcomes. To take a lead role in commissioning services inline with the Council’s priorities.
- Compliance: Up to date Passport.
- Travel: Clean UK driving license with the ability to commute to and from work independently.
- Hours: 37 hours p/w.
