Managing Quantity Surveyor

Seven Resourcing is working with Omni Resourcing Solutions to recruit a Managing Quantity Surveyor to report to the Commercial Manager of the service.
Responsible for Quantity Surveyor(s) / Senior Quantity Surveyor(s).
£60,000 – £70,000 per annum depending on experience.
Job Purpose:
Support the business to deliver its Business Plan by providing leadership and management of commercial team members. Demonstrate and maintain a high level of contractual, commercial, and financial knowledge and ability. Work closely with operational delivery teams to develop techniques and solutions to meet business and customer needs.
Duties:
Responsible for initiating and leading commercial tasks and processes, taking responsibility and being accountable, where relevant, for the work and roles of others.
Responsible to an Operations Manager or Commercial Manager for all commercial aspects of a portfolio of projects single project or scope as required. Ensure that Eurovia’s commercial position is protected using in depth understanding and experience of contractual, commercial, insurance and legal processes. Support effective client relationship management to encourage smooth commercial progression of the contract(s).
Provide liaison with the client, PQS, and senior staff. Identify needs, manage and provide development and support to other commercial team members. Plan and manage own work and that of other commercial team members including Senior Quantity Surveyors
Team leadership
– Provide effective Line Management to commercial staff
– Manage resource allocation and levelling of commercial staff across portfolio
– Complete quantity surveying duties as required
– Ensure that quantity surveying resource is utilised effectively and efficiently
– Guide the team to correctly carry out their role whilst providing appropriate advice and support
Business Leadership
– Understand the impact of commercial and technical changes at a strategic level within the customers field of expertise
– Assist the business/project in achieving the objectives/targets set in the Eurovia Environmental Strategy
Tendering and Pre-Contract Activities
– Provide commercial support to any/all tendering processes
– Produce tender commercial reports
Start-up of New Projects
– High degree of understanding and working knowledge of project start up procedures
– Active involvement in the implementation of start-up procedures
Procurement
– Prepare the basis of project procurement schedules and ensure the team contribute and complete
– Carry out subcontract procurement in accordance with the procurement timetable and Eurovia policy
– Ensure that materials and off-site services are procured in an efficient manner with capable organisations and in accordance with Eurovia’s Procurement processes
– Prepare the basis of robust scope of works and ensure the project team contribute and complete their relevant sections. Carry out gap analysis between packages to ensure full and complete subcontract procurement takes place
– Prepare subcontract invitations to tender and evaluate tender returns (time, cost, quality and SHE)
– Make recommendations to appoint and place subcontracts in accordance with Eurovia’s procedures
– Work with supply chain to promote and measure continuous improvement
Applications for Payment and Invoicing
– Maximise cash flow – timely preparation of valuations, submission of invoices and receipt of payment
– Manage prompt preparation and settlement of final accounts, including variations, claims and disputes
– Develop strategies for concluding client negotiations
Cost Control
– Identify, manage and reduce costs, mitigating risk of inefficient activities
– Prepare and ensure material wastage reconciliations are completed in a timely manner
– Monitor resources and costs to ensure that projects meet and/or exceed targets, including but not limited to the scheduling of labour resources
– Review plant and equipment schedules to ensure efficiency of use
Accounting and Reporting
– Production of accurate and timely CVR reports and forecasts
– Assist the Commercial Manager and Operations Manager with the setting of financial targets
– Establish and maintain accurate and robust reporting structures and monitor resources and costs to ensure that projects meet and/or exceed targets
– Use a high-level understanding of planning and programming
Risk and Opportunity Management
– Early identification of project risks and opportunities
– Ensure that risks and opportunities are managed, and risk and opportunity registers are in use to minimise risks and realise opportunities
Change Control
– Ensure that any “Change” is identified through participation in regular and detailed review of construction information, measured against the contract requirements
– Ensure that all “Change” is challenged where the performance of the project could be affected
– Ensure that the cost (time, and money) of all client “Change” is recovered
– Carry out early value engineering activities as part of the project team, ensuring all associated costs of change are included within the evaluation
Programming and Project Controls
– Assist and provide advice on programmes regarding contractual and commercial requirements to mitigate risk and maximise opportunity
Main Contract Administration
– Ensure the project team understands the contractual relationships between the various parties and “stakeholders” including the Eurovia contractual obligations in relation to those interested parties
– Ensure that all necessary contractual notices are put in place, timely and accurately and in accordance with the Eurovia contractual obligations
Subcontract Administration
– Prepare and ensure that all necessary subcontract notices are accurate and raised in accordance with the subcontract timescales
– Prepare and ensure subcontract instructions are raised and issued on time
– Put in place and ensure that timely and accurate payments for authorisation
– Manage prompt preparation and settlement of final accounts, including Compensation Events (variations), claims and disputes
– Re-measurement and provision of quantified schedules of works and/or bill of quantities
– Ensure on-site quantification of unfixed materials and quantification of off-site materials where necessary
– Ensure the accuracy and subcontract authority of submitted daywork sheets and/or time and material records
Project Completion
– Close out project efficiently using a high degree of understanding and working knowledge of project close out processes
– Ensuring appropriate records and information are kept and archived
Applicant Requirements:
- Qualifications: Degree in appropriate subject
Professional Qualification e.g. RIC
- Experience: Substantial experience in the Construction Industry, notably a project environment
- Substantial experience in the Highways sector
In depth knowledge and application of the NEC suite of contracts
Experienced in leading and managing other
