Initial 6 month contract to end of March 2024 initially with the possibility of extension.

Job:
Programme manager role for oversight and driving the £23M Levelling Up Fund programme to deliver to milestones and funding envelopes. Of key importance is management of relationships with partners, this has the added complexity of being a joint programme across two local authority areas. It encompasses 3 capital projects that sit with Rutland and 2 capital projects with Melton Borough Council. Oversight and understanding of all 5 projects will be essential as will be the ability to work to tight deadlines, deliver to Government targets and manage relationships with all stakeholders.
Purpose of the Job:
To coordinate, develop and deliver the Council’s major capital and grant funded programmes within the Place Directorate, including the £23M Levelling Up Fund Programme and related £1.4M UK Shared Prosperity Programme, ensuring the delivery of specific projects within these programmes.
Main Responsibilities:
1. To lead the development of the Levelling Up Programme and associated project delivery plans and business cases;
2. To work alongside the Economic Development Manager ensuring development and delivery of the UKSPF programme.
3. To provide oversight to all delivery partners to ensure strategic alignment;
4. To work in collaboration with key stakeholders to support the successful delivery of the programme and ensure the views of partners are taken into consideration;
5. Ensuring compliance with Levelling Up Fund and UKSPF criteria as set by Government.
6. To maintain a programme management structure to enable the associated projects to be delivered.
7. To support Directors and Projects Leads with the monitoring and delivery of the various LUF and UKSPF projects.
8. To lead and direct project managers to deliver successful projects across the programmes including provision of guidance and support, performance management and other cross cutting areas of work.
9. To identify, understand and overcome problems at any stage/critical milestone of the programme and minimise any timescale or budget disruption.
10. To co-ordinate project teams and liaise with external project managers (when appointed) from ensuring successful delivery of cross-cutting projects.
11. To develop, implement and maintain programme plans and report on progress, raising issues as appropriate through the governance structure.
12. Monitor project progress and outcomes using an evidence-based approach, ensuring timely delivery and adherence to budget.
13. Build effective relationships and partnerships with internal and external stakeholders, fostering collaboration and driving collective impact.
14. Engage with key stakeholders, including local businesses, community groups, and residents, to align the programme with local needs and aspirations.
15. Cultivate strong relationships with external partners, such as government agencies, funders, and contractors, to facilitate collaboration and secure resources.
16. To act in accordance with the principles set out in the Employee Code of Conduct and the Council’s Values, recognising the duty of all public sector employees to discharge public functions reasonably and according to the law.
17. To comply with the Leadership and Management Behaviours in order to contribute to the achievement of the Council’s strategic aims and objectives.
