Job Details:
The interim will oversee and support, the writing and data analysis of the adult social care prevention and equity chapter of the Joint Strategic Needs Assessment (JSNA) working with the consultants and commissioners in Public Health and Adult Social Care to ensure it accurately reflects the needs of the county supporting the commissioning intentions for commissioners.
The interim will produce the Council’s Adult Social Care prevention commissioning plan and strategy describing our duties in respect of the Care Act and how the Council is meeting these, what our commissioning intentions are (or should be) and bringing together the work of the department in regards to people who draw on care and support in the county.
This role will be outside IR35. Essential for this interim role:
1. Credible, experienced strategic manager who has worked at a senior level in Public Health, and who fully understands adult social care, with experience of delivering high profile strategies and needs assessments to a good standard.
2. An individual with experience of working on a Joint Strategic Needs Assessment who can lead the work on the adult social care prevention and equity chapter for the Council.
3. An excellent writer and communicator, someone who can interpret and analyse data and present this in a simple and coherent way to large partnership meetings
4. Someone who can mentor and coach an internal officer in writing the JSNA chapter, to develop this individual’s confidence and understanding in relation to public health and the JSNA.
5. Able to work strategically to develop the partnership relationships required for the delivery of these functions.
– Work with Public Health colleagues to write the adult social care chapter on prevention and equity for the JSNA, supporting and mentoring an internal member of staff who is using this experience of leading on this work, as an introduction to Public Health. Ultimate responsibility for the quality of the chapter and delivery to the Health and Wellbeing Board will be with the interim.
– Working with co-production group, Our Voice, to understand how people who use our services need to be supported through the Prevention Commissioning Strategy
– Working with the Supporting Independence team (who lead on prevention), and other Commissioning Team Managers in Adult Social Care and Public Health, to develop the prevention commissioning plan and strategy. – Supporting independence Team Manager
– Our Voice co-production group (through the Supporting Independence team)
– People who access services and their support network
– Public Health
– ASC Team Managers for Ageing Well, Living Well and Housing
– Operational Teams, as needed
– Service Improvement, as needed
– Pulling all ideas into one place – this has not proved easy to date.
– Understanding and describing the need in relation to the Care Act, helping the council to meet its duties
– Identifying and bringing together all the data on population to determine the JSNA chapter.
– Developing commissioning intentions based on the data and evidence that will support the commissioning strategy
